The Empire State Building observatory is open 365 days a year, 8 a.m.-2 a.m., with the last elevator going up at 1:15 a.m. Purchased tickets allow you to go up to either the 86th floor observation deck or the 102nd floor for an extra charge.

The Empire State Building is strictly an office space, and no one can live in the building. However, you can still visit its observatories to look at the city of New York, with basic tickets costing less than $100 depending on the floor.
Is it worth going to the 102nd floor of the Empire State building?
Not worth it at all. The windows ARE dirty and there is ONE elevator. The lines are terrible. There is nobody keeping control of the lines to go to the 102nd floor and the exit back down from the 86th floor which is the first stop.
How much does it cost to go to the top of the rock?
Tickets for the Top of the Rock cost $38 for adults, $36 for seniors and $32 for kids ages 6 to 12. Tours of Rockefeller Center cost $25. To save some coin, purchase a combo ticket for $52.
