The cheat menu that modders enabled was a remnant from the SRIV engine that Gat out of Hell was built on. It wasn't so much intentionally disabled, as it was simply never worked on.

It wasn't so much intentionally disabled, as it was simply never worked on. Keep in mind that Gat out of Hell was a small expansion with a limited scope that was worked on by a third party (High Voltage.) Certain features like cheats, customization, etc were not part of the scope of the game.
