Can you order bagels over the phone in NYC?

Serious NY-style bagels and bialys.… "We do not take orders over the phone! If you want bagels today, you need to come and order in person. We are open for walk-ups, and also preorders and delivery through our website." NYC cream cheese is robust, like if you get olive cream cheese, there are giant chunks of olive. Are bagels supposed to be salty?

The salt & pep bagel can be a little salty, but goes really well with cream cheese, a slice of tomato, pickled red onions, and a sprinkle of fresh dill. If I'm eating just a cream cheese bagel, I usually scratch off some of the salty flakes.
